Failed to run DBG session

I don't understand what that error message means:

Failed to run DBG session

reason:
failed to connect to the client address 127.0.0.1:7869
debugger request found in "query_string".

It should be read as follows

1) Somebody (possily you) has requested a debug session to start
2) DBG was unable to connect to DBGListener which was expected on 127.0.0.1 (localhost) host to be running and listening TCP/IP port 7869.
3) Debug session request was found in HTTP/GET
