remote debuging help

Hi i am loking for a server where I can install my application for testing because my server aztus.com do not let me install debuging file dll and set up php.ini.

so do you offer a service like this on one of your server.

I realy need to debug the IPN file for IPN return with Paypal payment service

why won't install the application on the same machine with PhpED and debug there?
