Setting tha default new HTML page to XHTML Strict?

Can someone tell me how I can set the default Page->New->HTML to produce a XHTML 'Strict' template outline as apposed to the present HTML 4 Transitional ?

I am assuming that the default HTML page template is stored somewhere and I just need to change it.

Any help appreciated.

check html template file in phped's template subdirectory
