I'm sorry, but your questions aren't clear.
The strightfroward answer would be "You can use your Apache web server as any other web server" and it's certainly of no help. Do you have a particular problem with your Apache web server? Then you may want to read Apache manuals. If the problem relates to PhpED IDE, you may want to shed more lights on what you've got.

Regarding database, it's even less clear. There are plenty databases in the market and they provide various ways for their clients to connect.

ok sori ill try to make it clear.

PHPED has a built debugger right? but instead of srv, i want to use my apache(which is installed using xampp) but i dont know how. ive tried to set my run mode to http(3rd party server) but nothings hapened.

about mysql, i dont know whats happening but i only change my cgi-handler(built-in php5) to my xampp php5 and it works...

my only problem now is the web server.
when i try to run the program i got an error saying:

can't run "file to run" file.
make sure that "remote root directory" and "root url" are correct in the project settings.

that's the error..

btw, what is project settings.... can u explain it?

i think you need to read PhpED's manual, in particular "Editing project properties" topic. You may also try DbgWizard which suggests the Project settings.
In most cases when you need to work with local web, both root directory and remote root directory should be pointing to the web root (htdocs in case of Apache), url should be http://localhost/
php debugger should be installed too, see "FAQ forum" on this forum board, debugger installation process is described there.
