How to switch PHP versions

When I installed php with/from Tech Platform I chose to install both versions with the default set at v5.x. How can I alternate between the 2 versions?

no, TP comes with php5 only.

phped comes with both, correct? If so, how do I make the switch?

Right.

For PhpED most people make their choise during setup. After that it's simple to change too. See tools->settings->file associations.
Feel free to change association for *.php from php4 to php5 and back.
