Please make the mouse "scroll button" functional even when mouse is hovering a tooltips popup.

Currently, as I'm scrolling through a document in debug, if the mouse hovers a variable, the tooltip pops up the variable's value. However, because it usually pops up under the mouse cursor, mouse-scroll no longer scrolls the document, and I get a confusing and interfering pause in my scroll until I move the mouse from off the popup.

underlying window can't be scrolled because the tooltip the mouse is hovering on is a draggable window now.

You can make the tooltip scrollable also... instead .. too many lines... just add a scroll function to it.
