When I launch PhpDock, this is what I get.

Probably you have another php installed on your system in a way that broke your system and made it impossible to have 2nd php installed.

Check the following things:

PHPRC environment variable. If it is set, you need to remove it and reboot.
php.ini in windows directory. If it is there, you need to remove it.
php5ts.dll (or php_xxx.dll) in system32 directory, If they are ther, you need to remove them.
IniFilePath in HKLM\SOFTWARE\PHP registry. If it is there, you need to remove it.
