Help > PhpED Manual in Vista

If I go to Help > PhpED Manual I get a warning that says "MS Html Help is not installed on this PC."

I am running Vista Business as my OS.

Does Windows Explorer open chm files on your machine?
Please check with dbl-click.

same problem here.

opening CHM files from the the explorer is not a problem.
The strange thing is that only clicking "PhpEd Manual" (the top item) in the help menu shows this error.
Any other entry in the help menu (like "php manual") works fine.
