Hi,

I shutdown PhpED down and rebooted.

When my machine came back up, I attempted to restart PhpED, however, it starts to come up, but hangs on the initial flash screen during "Initializing dockable windows". Task Manager says it is Not Responding.

I've reinstalled it twice, but it still behaves the same way.

you may try to delete layout.cfg to have it recreated with defaults.
BTW, if the problem is with layout.cfg, it would be fine if you send me it.
