Compiling DBG in windows

I would like to compile the dbg debugger for windows. I've downloaded the latest source from here http://sourceforge.net/project/showfiles.php?group_id=33454. I have everything I need compile PHP, I just finished compiling 5.1.6. How can I compile these sources for windows? The instructions only have the make utility for *nix, which won't work for me.
