unexpected url when clicking on links in internal browser

Wondering if someone could explain why when I click on a link in a page viewed in the internal browser the url always prepends "res://shdoclc/syntax.htm#http///" to the url in the href ? Confused

for example if I click on a link that points to "authors.php" the internal browser navigates to "res://shdoclc/syntax.htm#http///authors.php". Of course I then get "Page not found"

Please perform the following steps to troubleshoot the issue.

Disable Zone Elevation Blocks:

1. Open Internet Options in Internet Explorer.
2. Click the Security tab.
3. Select the Local Intranet Zone or the Trusted Sites Zone, and then click Custom
Level.
4. Change "Web sites in less privileged web content zone can navigate into this zone"
to Enable.

To turn the Pop-up Blocker off:

1. Start Internet Explorer.
2. On the "Tools" menu, point to "Pop-up Blocker, and then click "Turn Off Pop-up
Blocker."

Turn off Windows Firewall

1. Log on as Administrator or a user with Administrator privileges.
2. Click Start, click Run, type WSCUI.CPL then click OK. This will generate the Windows
Security Center application.
3. In the Windows Security Center window, click Windows Firewall.
4. Select the option "Off (not recommended)" to turn off Windows Firewall.

If the previous steps do not work, please perform the following.

1. Click Start, Run, input "INETCPL.CPL" (without quotation marks) and press Enter.
2. On the Advanced tab, click to select the checkboxes beside "Allow active content
from CDs to run on My Computer" and "Allow active content to run in files on My Computer".
3. Click OK to save.

These two options provide the ability to disable the Local Machine restrictions for
CD-ROM content or for local drives respectively. If the issue persists, I suggest
we modify the following registry value to test this issue:

1. Click Start and click Run.
2. In the Open box, type "REGEDIT" (without quotation marks) and press Enter.
3. Please navigate to the following key in the left pane:
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet Explorer\Main\FeatureControl\FEATURE_LOCALMACHINE_LOCKDOWN]
4. Change the iexplore.exe REG_DWORD value to 0.

This will entirely disable Local Machine Zone Lockdown for Internet Explorer.
