Is there a way I can specify which IP address to use for outbound connections for the DBGer? I have a multi-homed server and its using an ip address for outbound connections that it shouldn't be using...

Make sure all the addresses on your server have correct mask and metric.
If according to the routing table the target address could be resolved through TWO or more local interfaces, it will select one with lower metric.
I see no other ways on how to circumvent the system Smile Socket library assigns local interfaces for connection automatically.

right, with arp you can specify what MAC address should be used for an IP:

for example, line below adds a static arp entry:
arp -s 157.55.85.212 00-aa-00-62-c6-09
