Yeah, also already noted that. Seems as if PhpED tries to check whether the name already exists. As under Windows, file names are case-insensitive, this check is correct but it does not allow you to change upper<->lower case.

No. It can't be fixed. It's Windows behaviour because FAT32 or NTFS are not case-sensitive and simply return an error when file is renamed that way and this error is what IDE displays
