I seem to have found an answer. The @ in the password seems to be a problem with CVS, a component PHPEd uses. When you tell it the repository you already need the @ to tell it the remote location of the server (cvs via pserver). So I cheated.
I manually did a cvs login, and copied the .cvspass file into my phped directory. I then edited my CVS commands in phped to not specify the password. That seems to work. |

BTW, why phped build 3332?
the most recent update #3 comes with 3397... I'd recommend you upgrade. |
