Not sure where to start with debugging URL

I'm not sure if I've managed to overlook the documentation section, but I can't find a walkthrough on how to use the DBG command line interface. What do I need to do in order to debug a script from a command line while I access the script through my browser (via a URL). Both web server and dbg cli are on the same host. Thanks,
