I've created site using the following directory structure - PHPEd3.3.3 (3395) and Apache server
Below the apache HTDOCS directory
I have the following structure
apache\htdocs\proj_a\all html files
apache\htdocs\proj_a\cgi-bin\all php files

Now when I excute the code from inside PHPEd all the link and the code work correctly.
However, if I exit PHPED and then use IE - file open browse to the index file and try the same steps - I get the HTTP 404 error - file not found?

Apache is running on the machine. Any configuration or things I can check or change to make it work outside PHPEd?

check apache access logs. If you don't see IE accessing the site w/o PHPED, check the host name and port. If you see 404th errors there, you should check the URL you run.
