ftps: failed to connect to server / cannot load certificate

I installted NuSphere PhpEd (19.5) on a new Windows-11 professional desktop.

Wanting to update the source from within the editor, using Ctrl-Shift-S for Uploading to the external server.

I get:
Failed to connect to Server myserver.mydomain.de Port 21 (Account fairtauschen_hetzner)
Could not load root certificate.
error: 0b084002:x509 certificate routines:X509_load_cert_crl_filesystem lib

Login data like username, password are correct.
on my old windows-10 pc everything works fine.

I looked on google, but didnt find a solution.
I only found this:

This is not about windows 11, so I have no idea where to look for.

The problem itself is not solved, but I did a quite strange workaraound...
I took anoth working Windows-10 PC, where the phped is also installed.
Then I cloned that hard drive partition and updated to Windows-11.
There now the editor is working fine and the Ctrl-Shift-S automatic upload to the webserver with FTPS is also working.
So for me personal no need for an extra solution.

"Could not load root certificate." may indicate it's something with loading CA bundle or the issue is because Root certificate has not been found in the CA bundle.
You can try to check certificate chain on your server using openssl.exe. You can find it independently or use one we shipped with PhpED.
CA bundle file that contains all root trusted certs is in %APPDATA%\NuSphere\PhpED\config\openssl\ca-bundle.crt
