Even if Functions are unchecked in Code Settings - Code Insight - Code Navigator - Initial View Expanded, in Code Navigator Side Panel functions are expanded. Becouse there are so many I need them unexpanded.

How many? Do you mean you have many functions in *one* file -- because Code Navigator always works for current file only?
I just checked and this settings worked fine for me.
Is there chance you mean Code Explorer? In latter case you'd uncheck them on the settings page for Code Explorer.

After laptop restart looks it works fine.
