Fatal error: Call to undefined function mb_strtoupper()

I get this error inside phpED (on server is ok):

"Fatal error: Call to undefined function mb_strtoupper() in ..."

How to enable mbstring in PhpED embedded parsers?

IDE does not call any functions in php.
What you need is described there :
