Error: (-132) when trying to run debugger

I've just upgraded my install to the latest build (17021) and now receive....

Error: (-132) web server failed, page http://localhost/dbg-wizard.php?version not found

When starting the debugger. I can see that php file in multiple locations. This worked prior to updating. But, I should also mention that I reinstalled my web server (XAMPP) and Drupal software prior to updating PhpED. I can access my Drupal web pages without a problem. I just can't seem to start the debugger any more.

Can someone shed some light on this?

not found means not found. Either you provided the wizard with wrong path or with wrong URL or your web can't run scripts directly for example due to mod_rewrite rules. In latter case you may want to make exception for dbg-wizard.
