Changing the PHP Version in PHPED Personal 17

How can I upgrade the PHP-Version from to 5.4.4 to 5.6 or PHP 7?

Including the debugger.

Is there a description somewhere?

php version is a up to your web server.
If you're using SRV, just open project properties->Parser properties and select php7 in dropdown.
It will use "php7" path from tools->settings->Srv web server page.
