Perhaps 10sec is acceptable for an app to launch for the 1st time after reboot. Do you have any other apps running at the time, like Chrome browser?
Also if you provide some more details on the issue, we'll try to track what exactly it was doing these 10sec. Reboot, check time and launch the app. Wait until app becomes responsive, then just quit. High-level log is in %APPDATA%\NuSphere\Phped\phpedop.log file. Send it me and let me know exact time when you launched. I'll check the log. Also I wonder what the IDE was showing while it was not responsive for these 10 seconds. Was it showing startup splash window or full the IDE window, in latter case may be something on the status bar, in former case may be some specific message on it?
