I checked. It is and the cvs menu does come up on the file tab, sorry should have given you that information too.

After upgrading to build 4060 the cvs menu and icons have disappeared from the workspace tab.
I checked the Integration section and the settings are checked for 'Show this command in Workspace popup' ...
