Oh Wow what an oversight on the misspelling.
But, I made these changes, restarted the web server, and PHPEd and still get the exact same errors as shown above.
the PHP.ini looks like this now:

Actually I had meant the phped directory, but I did find them. They are not under just the phped/debugger directory, but in fact under a subdirectory there. For others, the php ...

I see that there was a debugger posted, but apparently this was for Apache, not for IIS, so Im still in need of a 2.16 php_dbg.php for 4.3.4.
