When I tried it in 16020 it reopened the last workspace instead of the last file I worked on. I used the mouse, right click on the tab bar and click on the "Reopen last file" menu item.

You can also click on the project and use Ctrl+up or Ctrl+down arrow. It is faster if you have many projects.
