I think I understand why  . Most time you work with one file (say an included) and want to run another (a main file that includes the included).
Version 4.6 will target this problem.

i hade the same problem too. the stupid skype was on port 443.
make netstat -naop TCP, then u can see, wich pid use the port 443, then open the task manager, in the view options switch the pid column ...
