Your code is in that case not html code, it is a php string!
Formally speaking, dmitri's code too is PHP string. Everything is PHP string if echoed inside a <?php ?> block.

Output with browser is EXACTLY what you're asking about and it GETS exactly the same data as Debug Window->output, but most of time you don't see anything there because browser waits for more data ...
