I have the same problem:

phped 4.6.3 Build 4635
Xampp for Windows XP 32bit 1.7.0

the C:\xampp\apache\bin\php.ini I set to

[debugger]
debugger.enabled=on
debugger.profiler_enabled=on
deb ...
