Ok seems now it works for new "<?php" right indent after this. But Re-indent-ing still adding two spaces to begin of each line.
I've changed this in "C:\Users\USER\AppData\Roaming ...

You can edit the default template if you want, to remove the starting indent.

Searched for templates in parameters and found nothing.

But Re-indenting Code will return this starting indent to all lines.
