I am using the latest PhpED IDE on Windows x64 Build 19106.
The shortcut Ctrl+/ does not comment lines containing "//".
For example, in PHP-files:

$url = 'http://example.com';

in JS-files:

Code:

var url = 'http://example.com';

There was no such bug in PHPED v18.

I sent this message as Bug Report to Support, but I received this response:
We’ve identified your account as a PERSONAL license user. We may provide assistance to Personal license customers on our Forum forum.nusphere.com only.

My understanding is that whilst NuSphere will not necessarily provide you with any direct support for s personal license, they will still work on this as a bug report.

I can confirm that this does appear to be a bug. Unfortunately PhpED block commenting has a history of being problematic, which I have reported on in the past. It is better now than it used to be. Good spotting on this particular problem; I hadn't noticed this one.
