HOWTO: Enable CVS ?

It's very simple. Create a project, set source control=> CVS, switch to CVS tab and set up all properties according to your CVS repository.
(see CVS manual on how to create a repository).
All CVS commands will be shown in the workspace popup menu when you right-click on files, directories or on the project itself.
