The first two downloads are 170MB in size.
The later ones are 20MB in size.

There is no explanation for the different sizes.

What is the difference?

I think the explanation is given on that icons that next to the file names.

No, none of those notes indicate why there a size difference of ...

153 MB for NuSphere-phped-14.0-Win32.exe and
11 MB for NuSphere-phped-14.0-php5.3.28-Win32.exe

The names of the downloads above look as if PhPED is included in both.

But I am guessing that maybe the second one does not include PhpED - just php5.3.28 and debugger.
Correct?

first is 32bit version of PhpED, 2nd is php 5.3
PhpED includes php 5.4, 5.2, and 4.4, while 5.3 and 5.5 are distributed separately.
5.5 comes in two packackages -- 64bit, and 32bit.
PHPED too has two versions 32 and 64.
total 5 packages.
