Since build 5970 I've started to see that whenever I run text cursor with "arrow up"\"arrow down" keys through the PHP file (with HTML and PHP code), the cursor hangs from line to line. A bit annoying behavior and I didn't encounter it in the previous versions. Does anyone encounter the same problem (maybe this is just a problem of my system)? And are there any options to tweak this behavior?

They've added some new features and made some optimizations, which might add to processor load and/or affect memory usage. If your PC is slow or has little memory, it might be just the bit, that causes your PC to lag. If possible, run Task manager and watch CPU load and memory usage during the operation. If it spikes a lot, you would probably want to upgrade.

I have a laptop with Core2 Duo 1,8 GHz, 2 GB RAM. Maybe I'm a bit outdated... How many GHz and RAM are now required for the modern application to run without glitches?

Since 5974 the ide runs signifantly faster and handles larger projects
much better. Please note that immediately after new build loaded each
project for the first time, it will scan the project and reparse all the
files, so it takes signifant resources and may run slower than usual for
some minutes or less. Next time you load the projects, it will load them
as fast as usual or even faster.
