upload error when create a remote project

failed to upload the file dbg-wizard.php to /dbg-wizard.php
can not open data connection

no problem with ftp

web server is iis, os is windows server 2003.

failed data channel - is an indication that you should update your firewall or change FTP mode from active to passive
