Some apps don't work, how to fix?

How can I discover what changes are required to make my PHP app fully functional on my Windows machine? The app works fine on my Linux server, but I want to troubleshoot things locally.

I installed Techplatform -4.4-Win32.exe and PHPed 4.6. I was able to install my base application (PHP-Apache-MySQL) in good working order. The problem is, the base app has "plugins" that add functionality to the base. Some plugins install fine, others appear to die during install. My Windows (XP Pro SP2) machine has 1GB Ram, lots of disk. I can run the app "directly", or via PhpEd, with the same results. I tried the profiler & the debugger, it seems the plugin is asking for something that's not available- but that's a guess on my part.

Is there a way to use PhpEd to determine what needs to be changed, in Apache or PHP?
