Any more details? Windows 7 or 8? IE 11? What happens if you install Windows 7 SP1 on a new VM. Does it work then?

The VCL library from Delphi or C++ Builder and most likely the DevExpress 3rd party components. Very quality products that allow focusing on the core value.
