that did it! Installing build 18030 resolved my issue. Context help is working once again. And the world is a much better place.

I'm using 18.0 (Build 18020, 64bit) on Windows 10.
I didn't do anything out of the orderinary when upgrading from v17.0 to v18.0 of PhpEd. We just install and select EVERYTHING.
