Make indention PEAR compatible

The indention mode of PhpEd inserts an initital level of indention directly after an opening <?php tag.

However, we are coding with PEAR styling rules here, which has no such initial indention:
http://pear.php.net/manual/en/standards.php

Unfortunately, PhpEd does not allow to turn this off (which is kind of surprising to me, because I would have expected a major PHP IDE to be able to create PEAR compliant code, at least).

So please, allow to turn this initial indention off in the settings.

You can edit the default templates in C:\Program Files\nusphere\phped\templates

Well, yes, but that doesn't change much (it's basically the same effect as pressing backspace once with the default templates).

But re-indenting the code (Alt-F6) still indents the outer level by one step. The re-indent behaviour seems to be controllable from the Settings (Tab size etc.), but an option for not indenting the outermost level is not there... thus the feature request.
