Error: (-115) dbg-wizard.php version is not detected, check

Im getting this error:

Error: (-115) dbg-wizard.php version is not detected, check , check finished with: ...UTC' for now, but please set date.timezone to select your timezone. in Unknown on line 0 Fatal error: Directive 'allow_call_time_pass_reference' is no longer available in PHP in Unknown on line 0

the line 'allow_call_time_pass_reference' is not on the php.ini file

timezone is correct

the latest dbg-wizard.php is on the public_html folder

the account has shell access, the wizard is able to upload the dbg-wizard.php

this is from php info

what could be the error ?

seems you have broken php installation and time zone settings are missed in your php.ini -- which is clearly indicated in the message you're getting.

no, you don't, at least not in the php.ini loaded by php.exe otherwise you'd not have this message.
But you definitely have "allow_call_time_pass_reference" setting which is deprected.

I Checked the php.ini that was being loaded by php.exe. I found out I was not updating the correct php.ini. DBG is working it gives errors but its working.

what is "it"? and what errors does "it" give now?
