Default file encoding should save with the project

From historical and other reaons I use 3 different file encodings. It becomes a horror switching among projects - forgetting to set the correct encoding has a devastating effects.

It'll be great if also File -> Open -> File encoding was saved with project.

File encoding selected in File->Open dialog is remembered for the file you opened. See fileenc.cfg config file.
Regarding per-project encoding, we're aware of this. Thanks for feature request.
